The Secretary-General of the United Nations, António Guterres, has expressed concerns regarding the negative effects of AI misuse on social, digital, and economic divides. Guterres cited instances of malfunctioning AI systems and AI’s association with nuclear weapons. He emphasized the need for a universal approach to AI governance and called for national and global action to address the skills gap in AI. Guterres announced a high-level meeting on AI and a policy brief on A New Agenda for Peace, which will make recommendations on AI governance, including a legally-binding instrument to prohibit lethal autonomous weapons systems. The Secretary-General urged the Security Council to assume a leadership role in AI and develop common measures for transparency, accountability, and oversight.
