The AGILE project, which the European Union funds, aims to develop tools and methodologies to assist in understanding, anticipating, and managing High Impact Low Probability (HILP) events. HILP events are defined as unpredictable, random, unexpected, and having significant impacts, and the project will provide a theoretically and empirically grounded definition of these events. The project will also address the challenges of responsibility, risk, and resilience management for HILP events by utilising established and innovative methodologies such as systems theory, strategic foresight, machine learning, and resilience assessment. Practitioners and policy-makers from local, regional, and national levels will be involved to ensure the project’s applicability and impact.
