The Resilient Cities Index assesses 25 international cities across four pillars: critical infrastructure, environment, socio-institutional, and economic factors. This benchmark helps policymakers and stakeholders understand risk and design effective policies to increase their capacity to evade, withstand, and recover from a range of shocks across the four key themes for urban resilience. The White Paper combines index analysis with specialist commentary to identify patterns, common strengths, deficits and best practices across index cities, and this indicates that London ranks third in the Resilient Cities Index.
