Expert Witnesses, Bruce Mann and Professor David Alexander give evidence at the COVID-19 Public Inquiry, following their submission of a 321-page report for the inquiry. David Alexander is Professor in the Institute for Risk and Disaster Reduction at University College London. Bruce Mann was a civil servant at the Ministry of Defence and Cabinet Office from 1979 to 2016 and a former Director of the Civil Contingencies Secretariat. Bruce Mann, also lead the Independent Review of the Civil Contingencies Act (2004) on behalf of Lord Toby Harris, Chair of the National Preparedness Commission.
