The Department for Levelling Up, Housing and Communities (DLUHC) Local Digital Team published a new ‘Future Councils Playbook’ following its future council’s programme in 2023. It supported eight pilots to identify the systematic problems that block councils from becoming more resilient. The research has been undertaken through a systems-based approach, enabling root causes to be identified as unique to each council. The playbook has been developed as an interactive tool for a collaborative step-by-step process. It enables stakeholders to identify and recognise organisational patterns to facilitate transformation and resilience.
