This book chapter presents a taxonomic approach to identifying vulnerability across the complete disaster management cycle. It analyses various vulnerability factors before, during, and after a disaster, proposing an actionable roadmap to identify critical vulnerability points. The aspects covered include intrinsic weaknesses, social and economic status, human-environment interaction, governance models, policies and approaches to disaster risk management, and new technologies and modelling tools.
