In this article for the Emergency Services Times, Dr Andrew McClelland explores how local resilience partnerships can enhance societal resilience with limited resources; and discusses the work of the National Consortium for Societal Resilience at the University of Manchester in co-developing stakeholder driven solutions to this ambitious task. The result has been the participatory and iterative co-production of an step-by-step approach set out in the newly published and freely available NCSR Strategy and Manual to create a Local Resilience Capability, written by the NCSR team including Professor Duncan Shaw, David Powell and Róisín Jordan.
