New research published in the Canadian Journal of Emergency Management proposes a new model for building adaptive, resilient emergency management organisations. The model is based on a literature review and expert interviews in Canada and the US. This summary article explains the six interconnected concepts that form the model: persistent active resilience, readiness as culture, system-level connectivity, organising for ambiguity, flexibility through frameworks, and enabling adaptive, resilient teams.
The article shows how the model can provide a comprehensive approach to address the challenges of the “new normal” world, with such concepts aiming to help organisations identify and mitigate risks and hazards before they become crises.
