In this thought piece for the Local Government Chronicle, Lyndsey Mappleback, Resilience Manager at Newcastle City Council reflects on a study tour of Japan following the recent earthquake and Tsunami on New Year’s Day 2024. The study tour explored the 2011 triple event where an earthquake triggered a tsunami, which triggered a nuclear incident at the Fukushima Daichi reactors following a disruption to its power supply. Lyndsey walks us through her experience as a tourist and the mitigation and preparedness measures that are in place, alongside the scale of the recovery and reconstruction that has taken place since 2011. Significant action has been taken to further strengthen national preparedness in Japan, emphasising the role of education, communication and preparedness drills. It draws attention to the fact that a disaster’s long-term impacts often need to be factored into planning, training, and exercising here in the UK.
